What is the Registered Electronic Mail (KEP) Module?

The Registered Electronic Mail (KEP) module provides an e-mail infrastructure with formal legal status, where the identity of sender and recipient is established and the integrity of the content is mathematically proven. Authorized KEP accounts are managed from a single panel; bulk sending and ready templates let you correspond with clients, customers or partners in a legally valid manner.

A time stamp and hash report are generated for each send and receipt; content integrity is proven mathematically and cannot be altered afterwards. Inbound and outbound correspondence is split out and stored long-term in a searchable, evidentiary archive, which significantly reduces the need for paper, courier and physical service.

Registered electronic mail (Kayıtlı Elektronik Posta, KEP) is Turkey's regulated channel for electronic messages that need to carry legal weight. It rests on Article 1525 of Turkish Commercial Code No. 6102 (Türk Ticaret Kanunu) and on the implementing regulation issued by the Information and Communication Technologies Authority (Bilgi Teknolojileri ve İletişim Kurumu, BTK) in the Official Gazette of August 25, 2011. For an international company the two decisive points are evidentiary weight and data residency.

  1. Only BTK-authorized providers may offer the service

    KEP services may be provided solely by joint stock companies authorized by BTK, referred to as KEPHS. Applications are made to the Authority and reviewed within two months. Electronic certificate service providers and operators falling under Law No. 5809 cannot act as a KEPHS. The provider list is therefore closed, and a global messaging or e-delivery vendor cannot be brought in to serve this function.

  2. Onboarding runs on Turkish identity records

    For individuals, identity is verified with an official photo document or a secure electronic signature. For legal entities the MERSİS number is the reference. Activation of the account requires approval given with a secure electronic signature. A foreign parent company without a Turkish registration has no path through this step; the account belongs to the locally registered entity.

  3. Records carry the force of a deed

    Records and KEP evidence generated by a KEPHS through the system have the force of a deed and count as conclusive evidence until the contrary is proven. This is the reason the channel is used for notices, defaults, and contractual declarations where the ability to prove dispatch and delivery matters more than convenience.

  4. Data stays inside Turkey

    A KEPHS is obliged to keep both its primary and backup systems within the borders of the Republic of Turkey, to remain accessible around the clock, and to retain KEP records for at least twenty years. Any group policy that assumes correspondence data can be consolidated onto a regional or global platform outside the country runs into this requirement directly.

  5. Unread does not mean undelivered

    If the account is not accessed for reasons other than force majeure, a message arriving during a business day is treated as having reached the account holder and as having been read on the following business day. An account withdrawn from use stays accessible for at least three months, and neither closure nor deletion can be applied retroactively. The mailbox needs a named owner in the organization, not an unattended alias.

  6. Supervision of the provider

    BTK audits each KEPHS for compliance at least once every two years, on its own initiative or upon complaint. Providers submit an annual activity report to the Authority by the end of January for the preceding year and pay an administrative fee of four per thousand, or 0.4 percent, of their annual net sales. These obligations sit with the provider, which is a useful reference point when a vendor is assessed during procurement.

  7. Where Netkur fits in

    Netkur manages the KEP process end to end through integrations built on the Docusign platform. The evidentiary weight of KEPHS records, the twenty-year retention obligation, and timestamped delivery are accommodated inside that flow. Netkur is not itself a KEPHS; the regulated service continues to be delivered by the authorized provider.
