What is the e-Correspondence (EYP) Module?

The e-Correspondence (EYP) module enables official correspondence between public institutions and private-sector organizations to be prepared, delivered and archived electronically in line with the e-Yazışma Technical Guide published by the Digital Transformation Office. Institution identity, unit code and document number are generated automatically through EYP-compliant templates and header structures; intra- or inter-institutional delivery runs over secure channels.

Drafter–reviewer–approver chains are defined within the system; correspondence acquires evidentiary value through e-signature and time stamps in line with the standards. All records are kept in a searchable archive and reported on, fully removing paper and physical distribution from official correspondence.

Official correspondence in Turkey moved to a fully electronic footing with the Regulation on Procedures and Principles for Official Correspondence (Resmî Yazışmalarda Uygulanacak Usul ve Esaslar Hakkında Yönetmelik), enacted by Presidential Decision No. 2646 of June 9, 2020. The regulation is addressed to public institutions, not to private companies. In practice it still reaches any organization that writes to a Turkish public body, because it dictates the form, the signature, and the verification path of every document that crosses that desk.

  1. Who is actually in scope

    The regulation covers all public institutions and organizations; paper is reserved for compulsory situations and emergencies. A foreign company is therefore never the addressee of the rule itself. It is affected indirectly and unavoidably: correspondence received from a Turkish ministry, municipality, or regulator arrives as an electronic document produced under this regime, and anything sent back is handled by the counterparty's electronic records system under the same rules.

  2. What a compliant document looks like

    Documents are prepared on A4 (210x297 mm) and set in Times New Roman 12 or Arial 11. An electronically signed document exists as a single original copy rather than an original plus duplicates, and it is signed with a secure electronic signature. Reference numbers follow the pattern shown in the regulation, such as E-67915368-903.07.02-4752. Teams used to circulating scanned PDFs should expect none of those habits to map onto this format.

  3. Verification happens on the state platform

    Every document carries the statement that it has been signed with a secure electronic signature, together with a verification code and a QR code. Authenticity is confirmed through the Digital Turkey (e-Devlet) infrastructure rather than by inspecting the file locally, and the signature must remain convertible to an archival signature. For a company checking a document received from a Turkish authority, the verification path is the platform, not the sender.

  4. Your KEP address becomes part of the record

    The contact block of an official document includes the registered electronic mail (KEP) address alongside the web address. A locally incorporated subsidiary that intends to appear in official correspondence as a normal counterparty needs that address to exist and to be monitored; without it, the organization is simply missing from the channel the regulation treats as standard.

  5. Deadlines and the right to refuse a document

    Document requests are to be concluded within five business days, and requests for information or an opinion that carry no stated deadline within fifteen business days. A document that fails the formal requirements may be refused, provided the sender is notified by the end of the second business day. The practical consequence is that a formatting defect is not a minor issue to be corrected later; it resets the exchange.

  6. Where Netkur fits in
